Louis Andre


 

Louis Andre joined CACI as the Senior Vice President for Intelligence Business Strategies in February 2007. In this position, he manages CACI's Business Development activities within the Intelligence Community market sector and leads corporate strategic planning efforts focused on developing the capabilities, relationships, and knowledge that enhance the company's value to its National Security clients.

Prior to joining CACI, Mr. Andre was the Chief of Staff of the Defense Intelligence Agency, a globally deployed Combat Support Agency, where the principal focus of his three-year tenure was on transformation of Defense intelligence. As a member of the Defense Intelligence Senior Executive Service, he also served as the Agency's Chief Operating Officer and for three years as the Special Assistant to the Director for Intelligence (J2) Join Staff. Earlier, Mr. Andre served as the Research Director for DIA's Directorate for Intelligence Production.

During his twenty-seven year career, Mr. Andre held a variety of analytic and managerial positions to include Senior Intelligence Officer for the Combat Issues Office, Chief of the Low Intensity Conflict Division, Chief of the Global Analysis Division, and Chief - as well as founding member - of the Counterterrism Branch, the organizational precursor to the Joint Intelligence Task Force - Counterterrorism (JITF-CT). Mr. Andre's government career was marked by extensive interagency functions and responsibilities. In addation, he server in the United States Army from 1967 to 1970.

Major Awards and Decorations:
Bronze Star, Army Commendatation Medal, numerous Presidential and Meritorious Unit Citations, and the Combat Infantry Badge. Civilian citations include the Director's Award for Exceptional Civilian Service, the National Military Intelligence Association's John T. Hughes Award, the Secretary of Defense Medal for Meritorious Civilian Service, Presidential Rank of Meritorious Executive, and Presidential Rank of Distinguished Executive. Mr. Andre currently serves on the Board of Advisors and Executive Committee of the National Intelligence Education Foundation.
